Cold Weather Planning
i. Warming Center
Updates – Women & Families No Freeze has been open since Nov 1st.
They have been about half full and things have been going smoothly. They have been
able to shelter every woman or family that has called.
ii. They also
started triaging the men last week because of how cold it was and filled almost
every single bed in Hartford. Marshall House only had to hotel 1 person for 1
night because they were banned from the only shelter that had openings at the
time.
iii. The warming
center at Willie Ware Recreation Center can only open on Dec 1st if
it is projected to be 32 degrees or lower. The GH CAN will still have a triage
and welcome center. It will be at the same location as last year. On Mondays
& Tuesdays, it will be at 45 Church St. From Wednesday to Sunday, it will
be at Center Church. The triage and welcome center will be open from 4 p.m.-7
p.m. every night.
iv. The warming
center will be open daily from 7 p.m. -7 a.m. It is not a shelter. Since it is
a warming center, there will be chairs instead of beds. Clients will not be
allowed to lay down. Both single men and single woman will be accepted
there.
v. There will
also be a case manager at the warming Center this year. There has never been a case
manager dedicated to No Freeze. They are currently looking for a seasoned case
manager since they do not have enough time to train a new case manager. It will
most likely be a 25-hour week position with the hours being 5 p.m. – 9 p.m. If
anyone is interested, please contact Sarah DiMaio.

Puerto Rico Crisis: FEMA Updates – DEMAS is
working on developing a guide. There are programs available that can help folks
who have been displaced but it’s all delayed.
i. Rental
assistance is based on Puerto Rico Fair Market Rents, not Connecticut. That is
going to be an issue since you will not be able to find a 1 bedroom for $456 in
Hartford.
ii. FEMA has
identified a list of hotels that will take folks in and shelter them
temporarily on a short term basis. It may be a month or couple months at most.
iii. Diversion
center has already seen a handful of clients reporting being displaced from
Puerto Rico. Chris Robinson is the staff at Salvation Army Marshall House that
is handling everyone who has a disaster relief packet. Most important thing to
do for clients who report being displaced and need a FEMA number is to update
their address with FEMA.

December 1st, 2017 from 6:30-8:30 at the Wadsworth Atheneum.

available for chronically homeless clients at this time.

place on Mondays at 3:00 PM at Journey Home.
