1.      Welcome

2.      Agency Updates around COVID – 19

a.      Need a plan for discharges from hotel – 1 person so far. Hotel discharges vs. us asking people to leave – should this be a discussion with all of Leadership for 4/1/2020?

                                                    i.     Can resolve on daily calls – does not need to be a full leadership discussion

                                                   ii.     2 discharges so far – due to conduct  

                                                  iii.     Weekly leadership for support if there is a discharge

                                                  iv.      Some discharges can be preventable

                                                   v.     Take back to shelter? Can not keep site open for those who have been discharged

1.      Possibly move them to another hotel and discuss rules

2.      Warming center is not an option

3.      Need to communicate with clients that there is nowhere else to go if they are discharged

4.      Received a list of expectations and have signed off on it

b.      No concerns at Cornerstone with 4 clients in hotels

c.      State has agreed to pay for hotels

a.      SPI – troublesome at hotels Wethersfield – Who is the primary contact? Yoshi is receiving lots of calls afterhours

c.      Need to come up coordinated staffing model

d.      Team of supervisors for hotel – rotation of people to answer calls – Rebekah can help

e.      61 clients in hotels – 2 sites have 24/7 monitors

                                                    i.     Issues – not liking roommates, suggestions to solve? Suggest they take a walk. Help people understand this is short term, roommate distress does not need to be an emergency on call situation. Calls are from monitors and clients.

                                                   ii.     Need a plan for discharges from hotel – 1 person so far. Hotel discharges vs. us asking people to leave

                                                  iii.     Dietary restrictions – low sodium/ diabetic needs

f.       Taking census at warming center – work with JH on independent guests

1.      Welcome and Introductions – 10 minutes
2.      COVID – 19 – All – 50 minutes
a.      Agency Updates/Barriers
  • SPI - would like to identify ways to work together to identify inefficiencies as a whole? Hotel clients are still being served by SPI, case management, changes to schedules, access to basic needs like laundry. Monitors do not provide case management just there to help with food, checking in, help to facilitate emergencies, and provide Narcan if needed. Who should the client contact if they are having a problem with staff? Call Matt to Rebekah. Non compliant clients - hotel reinforces the rules. After hour calls if more satellite sites appear. Who is responsible for damages/long call bills from the hotel? 211 is paying for rooms, if 211 has  concern they can reach out to Journey Home.
  • JH - to find out specific hospitals for those who are in hotels. If someone gets sick split those people who are exhibiting symptoms. Guidance has been given to staff to reach out to shelters. 
  • Atlas - telehealth has rolled out, lots of crisis, crisis planning for children, needs around education, in the process of providing education and materials like gloves and thermometers - shipment will be from City of Hartford. Emergency food for clients, diapers and formula for children through C-Town. Providing education for clients on what to do in case of an emergency. No emergency room - call provider to triage then a referral to the hospital - Hartford Hospital and St. Francis. Looking to hire nurse to help with referrals. Spanish speaking clients are isolated, limited to spanish speaking case management. Daily routines starting tomorrow.
  • Cornerstone- continuing to follow procedures for clothing and food bank. Bagged food is still being provided. Thermometers have been delayed/ lost. 3 people in hotels. 1 person is unsheltered. Bringing food to clients.  
  •  The Connection - working remotely, RRH is working to house youth. Concern about apartment viewing. 
  • Town of Enfield - 9 guests, numbers have gone down, quarantine space identified. Have masks and gloves. Making sure elderly are save. Warming center will close soon - no plans what will happen to clients as of now. Those who have symptoms will be tested at a local hospital.
  • CHR Enfield- some are choosing to stay outside, but connected to services. Working to connect those outside to more services
  • McKinney - change curfew to 7pm, less time outside for clients, encouraging clients to stay in shelter unless they are working or need to go to a doctors appointment. 30 masks from PR. Lots of food donations. 2 case managers are in quarantine. Not touching clients during pat downs. 2 clients have gone to the hospital, one client is in the hotel, other client self discharged. 1staff is in quarantine. If they exit the shelter they cannot come back. 1 person tested positive but hard to locate. Open 24/7. So far McKinney has enough staff
  • SAMH - Lauren is leaving next week, Lisa will be taking over. Talking to the city to extend overflow shelter/Milner space. Looking to operate it 24/7. No onsite showers at the moment - will determine the number that can be served. Milner has served at least 60 people each night. MH has individual room/bathrooms. Thermometers have been a struggle to receive, also need masks. Trying to practice social distancing with large population. Relying on city to help figure out the challenges with Milner. Reaching out to partners for more supplies. Cleaning company will stay on till the 31st at Milner. After 31st need to find alternatives for cleaning linens. Laundry mat in Hartford has option for pick up and delivery. Sara to connect with Lisa about laundry. 
  • ImmaCare - Staff is getting hazard pay - Tony Mack and 2 staff at hotels. Case managers are seeing clients as necessary but working from home. Continuing to work with clients for housing. 
  • GHHRC - RV is out to serve clients. Lots Detox beds. Providing transportation for clients for treatment. Mark has available Narcan for anyone who needs it.  
  • Open Hearth - Fred will try to call in daily defending on the day. Starting tomorrow will encourage men to not leave building. Men who have to leave building daily will no longer eat in the common areas. Have enough supplies of hand sanitizer, short on sanitizer for cleaning. Using bleach mainly to clean facility. Have enough staff for now. Open 24/7, if you leave other than medical reasons you can not return until 3pm. 
  • Mercy - 24/7 programs, clients are complying with social distancing. Grab and go for food. Person who tested positive was at Friendship service center on Saturday. Call backs are being provided. 
  • Hands on Hartford - seeing some people in person, taking some clients to appointments. Staff openings. Pantry - 4 days a week, pre bag and custom bagged for clients. Take out option is now open. Operating on Church st. Shower on site but can not get clients to the space. 
  • CRT - Housing programs- open to staff, staff are working from home. 5 RRH referrals, 2 secured units and working with other clients. Rotating call list. 2 new case managers have been hired and will be trained. 
  • CRT East Hartford - Struggles - keeping residents inside. Residents need to come back by 8pm, discussing with residents to stay inside as much as they can. Cleaning facilities as much as possible. Need hand sanitizer, Staff are still coming in. 1 resident was tested for COVID-19, results are expected to come in soon - resident and son are in quarantine. Open 24/7.  
  • YWCA - staff are on site, remote case management, remaining open. Hiring per diem staff. 
  • Interval House - continuing 24/7 hour, private rooms for clients. Advocates are available remotely for case management. Court advocates some are on site. Hotline is available - expecting increase in calls. Safe house is in good shape for now. No external volunteers or visitors. Not adding to hoteling for now. Can not commit to a daily call at the moment. 
  • DMHAS - Capitol Region has closed one building. 1 staff in Middletown tested positive for COVID - 19. Services are still in place. Can attend a daily call. 
  • City of Hartford - email has been sent out for communications. Staff are not going into the office, staff are working from home. 
  • CCEH - evictions email has gone out. Webinar about evictions. 
  • All shelters are open 24/7 except for Cornerstone (will explore option to stay open 24/7) and Milner (Warming Center/Shelter)
  • Updates:
    • CME Church - will not be a site anymore 
    • Outdoor/ trailer - need 8 staff to maintain
    • Hotel funding to be determined
    • Dorms from state colleges? May not be an option anymore 
    • Hartford Flavor company - hand sanitizers, 5 gallons, Sara will pick up. 
    • Sara has 12 gallons at the moment 
    • Amanda submitted supply request to DOH
    • 3 gallon containers
    • Boxes of gloves available 
    • Gallons of bleach, and disinfectants 
    • Not enough masks - issue for everyone
b.      Interagency coordination of the hotel effort
  • SPI, McKinney, Open Hearth, Cornerstone providing hotel services
  • Enfield clients in a hotel in Enfield
  • Procedure for staff who are working in hotels
    • SPI staff are going in everyday day and evening shifts, those have special dietary needs SPI is providing food
    • Today is the 1st day with someone there for 3 shifts at the hotel
    • Monitors are staying in a room 204, clients know to go to room with issues or concerns 
    • If shelters loose staff monitors what should we look into? Day by day to decide. Can begin to work on strategy for temps (temp agency)
    • Temps can provide support when needed if we are low on staff
    • Identify teams 
    • Identify “hazard” to then start hazard pay
    • Using school nurses as back up staff - SVDP

GH CAN Leadership Meeting Notes 3/18/2020

1.      Welcome and Introductions – 10 minutes
2.      ESG Proposed Allocation for FY 2020-21 – Lionel Rigler – 10 minutes
  • Polling did not appear on everyone's screen 
    • No abstain or no votes
3.      COVID – 19 – All – 48 minutes
a.      Agency updates/barriers
  • Journey Home - hand up program is currency closed until further notice, career pathways program is postponed till next month. CAN meetings will be held virtually until further notice
  • Cornerstone - closed clothing bank, food pantry is handing out prep packaged groceries, food pantry is also handing out pre packaged meals. Possibility to use executive space as a quarantine space. Need masks. 
  • CRT - staff will be working from home, no walk-ins or face to face meetings with clients, 395 wethersfield ave will not be accepting walk in clients, or energy assistance, all will be done online. New referrals at McKinney will be on hold. All staff have laptops to work from home. McKinney reducing beds by 6-8 beds? Capacity will be 72. Isolated beds are for anyone with symptoms. No longer accepting donations or new clients until further notice. Shelter case managers are still working in shelters for now, same for EH Shelter. Clients who can not be reached virtually? Needs to be discussed as an agency. McKinney also has thermometers for clients and staff, and information about the virus is provided all over shelters, food donations are being accepted..
  • SPI - Identified administration offices as quarantine spaces, 8 people space. Ex Leadership will be present 7 days a week, rotations. Discussions with clients about self care. Engaging with clients and still accepting new intakes. Quiet spaces are being created. Accepting food donations, freezing fresh produce to allow it to last longer. Working with guests to keep them inside more often. Large tents, picnic tables for outdoors. Thermometers (ebay) have been ordered. 
  • SAMH - at capacity, trying to reduce numbers. Spreading out families, each family is in its own unit. Not able to take in any new families. Staff are still willing to come into work. Ordered supplies needed like thermometers and paper goods. Warming center is reduced to 50. Numbers have increased over the past two days. City is looking into additional space. Practicing hand washing - 2 bathrooms only. Homeless prevention program is going remote, no face to face case management. Diversion will be call backs. Staff will be at shelter, management is available. Food pantries are open but bagged. Fruit is being packaged and handed out. Kids meals are available for pick up through Hartford Schools and City. Telehealth opportunities are still being identified by the city, the next step will be figuring out transportation. No challenge yet with clients who do not have phones. SA has a national partnership to get free phones - Brenda is looking into the plan. Need masks. 
  • CHR - reducing face to face clients and transportation, as needed being provided. Staff are able to work from home. Staff are still going out into the community. Phones are being discussed - phone outreach is being implemented. New workflow for RRH for folks over 60. Path has 1 staff - she is seeing people as needed with distance. Substitutes accompany outreach staff.
  • Open Hearth - handwashing and hygiene are being practiced and discussed, staffing patterns are being cooperative, over capacity. Isolation area has been identified. Cleaning regularly. No protective gear is available for staff. Strong emphasis on distancing and practicing social distancing. Need hand sanitizers. 
  • Interval House - also practicing similar procedures, at capacity. Safe house has private rooms. Quarantine space has been identified - lower level space. Advocates are available remotely. No issues with people without phones - will be discussed internally. Volunteers, presentors, and trainers are on hold at the moment. Leadership staff is on call. Some staff are working remotely. Safety planning is being done with CCADV. Unable to accept any new clients. If spaces open up it will be taken into consideration to accept new clients based on safety. 
  • Mercy - Diversion appointments are being done virtually by phone. One client did not have a phone but had a friend who allowed use of their phone. 211 will email if someone can not get in contact with Steph. Staff is going out based on  case by case. Check requests are being done remotely. Mercy and MSP will be doing case management by phone. Clients know how to reach staff. Staff will have computer access. Friendship center is now a grab and go model. Hartford communal program is being used.
  • YWCA - key vendors are allowed on site, enhanced cleaning and discussion on self awareness and cleaning. Remote case management is being done by phone and facetime. PSH resident was tested and came back negative. Staff who work in the office area were offsite during cleaning. Needing to increase petty cash that will encourage folks to stay indoors. One space is identified as a quarantine area. Convincing people to stay indoors. 
  • ImmaCare - Casa apt building community room is closed, cleaning is being done. Case management is being done over phone mostly but some are still meeting. High risk staff are permitted to work from home. 
  • HOH - day center and meal program has moved uptown. Today was the first day uptown. Security deposits are being done. Donations are being accepted. Working on getting protective equipment and transportation. Need hand sanitizers. 
  • As DMHAS is working to manage a response to the pandemic and the rapidly changing situation, and modifications to planning can be expected.  One current goal  is for most staff to begin Teleworking soon and clinical staff will be in contact with clients by phone. Clients and visitors are not entering buildings for the most part: all staff and those clients who do enter outpatient areas are screened with thermometers by nurses. Isolation areas have been made available.  Priority programs for CRHMC are Mobile Crisis, Inpatient and Residential programs, and tighter entry restrictions are imposed.  PSH staff may begin telework as early as next Monday, however, planning is ongoing at this time. For GHRA, the three individual households displaced by the Charter Oak fire, and one of the two priority families have housing identified and we expect to house them by the end of the day this Friday 3/20.  The other family has a small rental  house that should be ready for April 1 and we will be able to conduct that lease-up.   

  • The Connection - remote working, some are still being done face to face. Quarantine space has been identified. Cellphones to youth are being worked on to provide to those who do not have cell phones. 
  • Enfield Warming Center - Warming center will stay open till April 2nd. Camp site. No more volunteers, limited staff. Anxiety is high at the warming center. 8 guests need protective gear. No more face to face appointments
  • Surveys can be filled out again for DOH on what is needed. Additional questions might be added to the survey. 
  • DOH has a webpage that is being updated with information

  • Some agencies are at minimum staff
  • OH is offering hazard pay, paying $125 prorated. Fred to send information to Matt. Identified at risk staff. Being called crisis pay
  • Hazard pay to be considered for each agency - JH has funding available 
  • Paid time off has been increased if they are sick, can borrow time
  • SA hazard pay has been discussed. Can other agencies share information? Allowing staff to go negative in benefit time. 
  • Asking the National Guard to provide staffing help, do people want this option? 
    • OH - not right now 
    • Cornerstone - not right now
    • Leave option open
    • Staffing warming center is a concern - partnership with city to provide staff
  • Armory in Hartford is being set up as quarantine space 
  • City has quarantine spaces identified but not public at the moment
