GREATER HARTFORD COORDINATED ACCESS NETWORK MEETING AGENDA

Follow Up Meeting

Wednesday, September 2, 2020 via Zoom

1.       Welcome and Introductions – 5 minutes

2.       COVID – 19 – 5 minutes

                                                               i.      Agency Updates

1.       McKinney/ Hotel – test was done again, no positive cases.

2.       SPI – guests are back at facility. Returned on Monday. Social distancing in dorms. Bunk beds are placed with curtains. Relocated Respite Program to where women’s dorm was in the past. Smooth transition.  Serving 53 clients. 33 women and 18 men. PowerPoint to be shared with CAN of new dorms and renovation.

3.       HOH – 55 Bartholomew, new location for meals. Some inside seating along with usage of phones.

3.       Income Updates in HMIS – Lisa Quach/ Andrea Hakian – 10 minutes

a.       Strategy for people with income – trying to identify those with sufficient income to find resources to get housed.

b.       Quarterly update – identifies who is in the shelter and if this is a person we need to case conference. Focus on those with income. Veterans have income limit, useful for when matching clients to openings. BNL has income at entry and income at last assessment, will not lose any data.

c.       Ok to do quarterly updates for shelter residents? Jose agrees and is ok with this plan. SPI, and Rebecca is also ok. Cornerstone also agrees. Elijah agrees quarterly is easier to do – some do not have consistent income, easier to give better sense of what their income is, can determine an average off the quarterly amount. EH Shelter also agrees.

d.       Everyone is in agreement to quarterly income for shelter clients!

4.       Cold Weather/Winter Planning Updates – Lisa Cretella – 10 minutes

a.       Another meeting to be set. Milner is not confirmed yet.

b.       Churches are not an option this winter.

c.       Zip code breakout of 600+ individuals who utilized the Warming Center – information needs to be sent to city

d.       Salvation Army building out what the model will look like for 2020. Shelter staffing pattern is needed.

e.       Overflow on 2nd floor of Marshal House, city to fund

f.        Matt reached out to Steve D. to notify him we do not have a plan yet for cold weather

g.       Enfield – Warming Center is run by those in Enfield and will determine if they will open this year. Discussing resources, overflow and COVID restrictions. Model – covering i-19

h.       Vernon – Cornerstone opened a new shelter next door. Tritown Shelter is also 15 capacity with 12 bedrooms. Will be purchasing dividers/ curtains. Can Cornerstone help coordinate efforts in the suburbs? Churches in Vernon have continued to step in. Can they coordinate case management? Helped last year with Diversion.  Some churches want to help but not sure how to help at the moment.

5.       Statewide/Local 1000 Homes/ESG-COVID Housing Effort/Prevention Update–Andrea Hakian, Kara Capobianco, Lisa Quach, Matt Morgan, Lionel Rigler, and Stephanie Corbin – 10 minutes

a.       Made a lot of progress with hiring at CHR. Lots of new employees expected to start in the next few weeks. Will be able to take on more referrals.

b.       FLASH (Find Landlords and Swiftly House) – some folks with income in shelters who are not showing up on RRH list, working with those who have housing located to get them housed quickly. Mercy has not hired a person for this program, currently Stephanie and David Dyment is working with clients who are FLASH approved.  Expectation is to have them moved in as quickly as possible. Working with JH to get furniture, lodging kits from JH.

c.       Meeting with commissioner to highlight some gaps and concerns. Also discussed local strengths and how we are housing clients. Discussed what other states are doing – RI has sign on bonuses with landlords. Will DOH allow HQS staff to do inspections? Commissioner to get back to us on decision.

d.       Waiting on ESG programs to roll out.

6.       Future Agenda Items or Additional Announcements – 2 minutes

a.       CHESS Program will be starting in November. Trainings will come soon.

                                                               i.      Laura – will report back at next meeting. Some internal trainings are happening. Add to agenda for next time.

                                                             ii.      CAN is expected to provide homeless verification

                                                           iii.      Information on DSS website
