1.      Cold Weather Planning Update
a.      The Willie Ware Rec Center will be opening on 12/7/17, but Salvation Army staff will be providing phone triage services this weekend, so any household who calls 211 reporting that they slept outside will be transferred to Salvation Army Marshall House to try and identify any available beds prior to the opening of the Triage and Warming Centers.
b.      The city has continued to schedule programming at the Willie Ware Rec Center, as a result the Warming Center will open at 7:30 to ensure there is sufficient time for program participants to leave before warming center clients arrive.
c.      There are concerns about file storage that Salvation Army is working on with the City.
d.      Pool tables currently in the facility are a space concern.  The facility can hold up to 50 people in tables and chairs most nights, but will extend up to 75 people if Cold Weather Protocol is activated by the governor. 
e.      Because it is a city building, there is a zero tolerance policy for substance use on the premises.

2.      Point in Time Count
a.      The Point In Time maps from CCEH aren’t abundantly clear, we will be requesting suggestions of encampments from the Operations Committee.

3.      Households Returning to Homelessness from Housing Programs – APR Review
a.      Following last meeting’s discussion of folks who returned to homelessness from CAN housing programs, there was an ask that programs receive a list of all referrals they’ve received.  This would allow programs to crosswalk folks currently enrolled in their program, as well as folks no longer enrolled to get us more detail on folks who may have discharged from programs into homelessness.

4.      Shared Housing Update – Mollie Greenwood
a.      Letticia Brown-Gambino, now at Chrysalis Center, invited some of her former colleagues from Columbus House to talk to interested GH CAN providers about shared housing. 
b.      There was a concern that there is a current zoning restriction that does not allow multiple unrelated people to live in the same unit (no more than 2 unrelated households).  Lionel offered to follow up with the City.

5.      Dynamic Prioritization Update – Crane Cesario
a.      We are trying to move our housing matching process away from using so much case conferencing so that it can be more data driven and objective.
b.      One thing we need to pay attention to is prioritization for households who are discharging from Rapid ReHousing programs.  Right now, the BOS performance measures discourage keeping folks in RRH programs for more than 6 months, which limits the time folks have to stabilize in these housing programs before we have to talk about more intensive interventions.
c.      Some advocacy groups are concerned about the messaging if we move towards progressive engagement, and that there won’t be as much advocacy around our essential permanent supportive housing resources.

6.      Shelter Entry Data – Mollie Greenwood
a.      Shelters received data about which households who came into shelters were being recorded through the SmartSheet and which households may be entering through side-doors.  We will redistribute this information in a few months.

8.      Future Agenda Items
a.      Drop in HUD Hartford FMR
b.      Can we regularize meeting dates by moving to the first and third week of the month?  This committee voted to meet every first and third week, with the third week dedicated to COC items.  Housing matching committees will meet every second and fourth Wednesday.
