Reallocations and new Projects – Evaluating cost
per person on the services
a.
CT BOS is starting to compare across programs
the different cost of services that is attached to all supportive housing
programs. In the past, some programs had
a much higher dollar amount allocated for support services compared to rental assistance
dollars, so at the BOS they are trying to identify what is causing the
difference in spending across programs.
b.
Housing Search Staffing, support services to
attach to subsidy programs
i. There
will be an opportunity to apply for Support Services Only (SSO) dollars in the
upcoming NOFA, and there has been discussion around using that funding to apply
for support services to go along with the legacy Shelter Plus Care subsidies,
which historically haven’t had case management services attached. There has also been some discussion at CT BOS
around creating a housing search specialist position who would be responsible
for identifying units and engaging landlords, to remove the burden from case
managers to do all of the housing search for their clients.

City of Hartford ESG Allocation – Lionel Rigler
a.
We discussed the proposed funding amounts
suggested by Lionel. There was
discussion around whether this data is based on the number of beds that the
shelters had on their contract, of whether it was based on the total number of
beds that shelters made available.
b.
For example, both McKinney and YWCA have more
beds that they make available, which they treat more like overflow beds. If we decide to include those beds or exclude
them will make a difference in how the total funding lines up.
c.
Lionel offered to do calculations based on only
the number of beds that the shelters were contracted to provide, and share that
information out so that we could take a vote at a future meeting.
8.
Households Over Income Limits – Crane Cesario,
Mollie Greenwood
a.
We are continuing to have challenges with folks
who are living in shelter but who have income too great for them to qualify for
any of our supportive housing programs.
These folks are staying in shelter for an extended period of time,
occupying beds that cannot be made
available to other folks, but are receiving significant income. It’s an issue we’ll need to continue to
monitor.

HOME Funding for Security Deposits
a.
Because not every organization in Greater
Hartford submitted an MOU to access the HOME Rapid Exit funding, we need to
identify a process by which we can serve folks across our CAN with this
resource.
10.
Dynamic Prioritization/ Progressive Engagement
Update – Crane Cesario
a.
The statewide groups have merged to combine the
work around Progressive Engagement and Dynamic Prioritization. In the meantime, we’re having to start
implementing progressive engagement locally, so are figuring out some of the
detail around what works and what doesn’t.

Medical Records in CT HMIS – Matt Morgan
a.
We received guidance from the CT Coalition to
End Homelessness that medical records are not meant to be uploaded into CT
HMIS, and that the release was originally intended to cover information that is
reported by the clients but not necessarily third party documentation of
medical diagnoses. Moving forward,
instead of uploading these documents, staff should maintain the documents in
paper files, and record that they have the files by selecting “on file” from
the HMIS document checklist. Journey
Home will send out further information to frontline staff.
