3.      Coordinated Exit:
a.      Proposed Changes to Section 8 Housing Choice Voucher Program – Matt Morgan
                                                    i.     The City of Hartford wants to start setting a limit on the number of Section 8 Housing Choice Vouchers that will be available monthly for Journey Home and the CAN.
1.      The city requested that Journey Home request a specific set aside number of units
                                                   ii.     The first item up for discussion is the Moving On Project Based units to make the eligibility broader to offer the housing option to just literally homeless folks.  We have also discussed expanding these specific units to also include folks who are coming out of RRH and PSH.
1.      Journey Home will add that language.
                                                  iii.     On the Housing Choice Voucher Preferences we have proposed a 20 unit set aside.  The City may come back and say that 20 is not reasonable. 
                                                  iv.     Another proposed change to the Faaily and Youth Preference is a change to our current point system.
1.      The proposal for changing points would be to give families and youth additional points if they have been in Rapid ReHousing, they would receive additional points. 
                                                   v.     The last change we are proposing is opening up a new preference for people who are literally homeless who have 9 months or more of homelessness, either cumulative or continuously. 
1.      It’s trying to prevent folks from becoming chronically homeless, OR to help people who have returned to homelessness after permanent supportive housing.  This program doesn’t come with services.

a.      CCEH has funding available for victims of Hurricane Maria- if you are working with anyone who was a hurricane evacuee please contact Mollie Greenwood or Lisa Quach immediately.
b.      CCEH has funding available for childcare for families in shelter!
c.      Family Shelter Check-In will be taking place immediately after today’s meeting from 3:30-4:00PM
d.      Due the successes in housing the most vulnerable homeless households the state only has a very limited number of chronically homeless households remaining to be housed. As a result, DOH has changed the eligibility criteria for Security Deposit Guarantee Program from those who are verified chronically homeless to anyone entering Permanent Supportive Housing with a Section 8 voucher, RAP certificate or 811 subsidy. This also includes those utilizing State of CT Section 8 Vouchers to “move on” from PSH.

Proposed Case Conferencing Policy: Households at Risk of Returning to Homelessness:

Case managers or agency representatives are expected to bring up households who may be at risk of returning to homelessness as soon as a housing issues is identified and will use the case conferencing template.  A detailed review of the at-risk housing situations will provide the community a chance to brainstorm solutions, and providers who have existing relationships with the households may be able to support them in maintaining their housing.  All households at risk of returning to homelessness will be brought up for case conferencing at the Individual or Family Solutions as soon as feasible with a goal of 60-90 days prior to their housing being terminated.  Staff are expected to follow up on recommendations from the GH CAN and update the CAN in a timely fashion.

Greater Hartford Sub-COC:
1.      Point In Time Count – Zoe Schwartz
a.      HIC should be going out any day now.  Zoe received an email from HUD with a broken link.  There will be some updates to how you should be filling out the HIC.  If anyone doesn’t get it soon, let Zoe know.  We really want to get this done within the week. 

2.      Services Letters – Crane Cesario, Matt Morgan
a.      BOS COC sent out letters recently to some programs.  These letters involved planning a reduction in costs for programs that operate supportive housing.  The goal of CT BOS is to ensure that services per person capped at $7,500.
                                                    i.     This was a little bit of a surprise for the grantees in Greater Hartford who received this.  It’s a notice for 2019 renewals.  Grantees who have service budgets that needs to be reduced or explained.  

3.      Renewal Requirements for Grantees – Crane Cesario
a.      Grantees received an email and Sarah had mentioned it last meeting.  We have consumer surveys that are due. 
                                                    i.     November 30th are when surveys are due.  If you have DMHAS consumer surveys, you can do this. 
                                                   ii.     Grantees also need to pay attention to their data. 
                                                  iii.     BOS COC has sent emails about this. 
                                                  iv.     All grantees should run their data right now, because there is a deadline for the submission of help tickets. 
                                                   v.     The next CT BOS meeting is on Friday of this week. 

GH CAN Leadership Updates

4.      100 Day Campaign to House 265 Households – Emergency Shelter Learning Collaborative Participants
a.      Update from conference call?
                                                    i.     National Alliance hosted a conference call last week, and also offered individual calls to everyone. 
1.      The YWCA and McKinney are both on track to meet their bold goal.  Open Hearth is also making some bold strides. 
2.      Crane asked about what sorts of housing resources are a higher priority for our community to develop right now – would it be preferable to have family PSH programs.  Rapid ReHousing.

5.      Governor’s Challenge to End Family Homelessness – Family Service Providers

6.      Cold Weather Updates – Salvation Army

a.      The City still has not executed a contract for cold weather.  They’re keeping Salv Army up to date as much as possible. 
b.      We are planning for a Dec 1 start for both the warming center and the winter overflow.  Maybe this year we can more proactively lobby. 
                                                    i.     We are hoping to really identify some churches to step in to help accommodate families in our system.  
                                                   ii.     The other big ask is we want to get more programming at the warming center.  We would love to have people in to spend time with people.  8-9PM would be an ideal time to have folks around. 
                                                  iii.     Crane suggested that the mayor help us talk to mayors or selectmen.  No other towns are operating their warming center. 
                                                  iv.     The next meeting will be on Monday October 22nd. 

7.      Progressive Engagement Framework –Mollie Greenwood
a.      It’s a difficult process.

9.      Future Agenda Items?
                                                     i.     At the next GH CAN Leadership meeting we will be discussing integration of soup kitchens with CAN processes, with a visit from Lydia Brewster of St. Vincent De Paul soup kitchen in MMW CAN.
                                                   ii.     We will continue to discuss plans for Cold Weather Protocol implementation

b.      The next GH CAN Cold Weather Planning meeting will take place on Monday, October 22nd at Journey Home, 255 Main St., Hartford from 3:00-4:00PM
c.      Next Family matching meeting it’ll be a conference call to discuss some shared experiences with folks in Lancaster PA.
